After it emerged that England had slipped down the international table for reading in primary schools, the Department for Education pledged to provide high quality phonics resources to teachers and pupils. At the time, 15% of pupils failed to reach the standard expected at Key Stage 1 and 16% were below the standard expected at Key Stage 2.
